English balk at full smoking ban

Just what are they thinking really?! We’ve shown that it can be done relitavely pain free here in Ireland, it’s been done in New York, and elsewhere, yet, the English cannot decide to implement a full smoking ban. It just doesn’t make sense why they would go about it half-heartedly, with Ministers agreeing plans for a ban on smoking in enclosed public places in England - with exemptions for clubs and pubs not serving food! Straight away, I can see pubs deciding to stop serving food in order to accomodate smokers, I can see discrimination cases coming up from workers in pubs and clubs who feel they have been left on the wrong side of the law, and other such fun and games.

C’mon Tony, you have been strong enough to lead your country into a war that many though unjust, unlawful and immoral, surely you can be strong enough to ban smoking outright?! The only good I see is that they have set out a provisio to review the ban in three years, at which point, Scotland and Northern Ireland will also have implemented their bans, and England should hopefully move toward a full ban!
